The 4.00 version is a rebranded 3.00 version with the soundtrack butchered, this also explains why the date of their executable files is exactly the same. I would have never imagined there were PS2 copies of Vice City with the post-2012 soundtrack, good to know if you're on the market looking for a new copy.
